The Historic Preservation Review Board met on April 24, 2008. No cases for the Capitol Hill Historic District were considered.


HPRB Actions, March 27, 2008

The Historic Preservation Review Board met and considered the following items on March 27, 2008.

CAPITOL HILL HISTORIC DISTRICT
Northeast Library, 330 7th Street, NE, HPA #08-158, concept/restoration, alterations.
The staff report recommended the Review Board approve the alterations to the landscape as consistent with the purposes of the preservation act. The Board stressed the need for DCPL to continue to work with the community and explore a community partnership for maintenance of the landscape. Vote: Approved, 5-1.

Consent Calendar

The Historic Preservation Review Board met and considered the following consent items on March 27, 2008. These items were proposed for approval by the Board based upon the written record, without discussion. The Consent Calendar was approved by a vote of 6-0-1.

Capitol Hill Historic District
612 E Street, SE, HPA #08-122, concept/addition.
The staff report recommended the Review Board approve the project in concept as consistent with the Historic Protection Act and delegate final approval to staff.
410 10th Street, NE, HPA #08-193, concept/new front basement entry.
The staff report recommended the Review Board approve the alterations as consistent with the purposes of the preservation act, delegating final approval to staff.


HPRB Actions, February 28, 2008

The Historic Preservation Review Board met and considered the following items on February 28, 2008.

Historic Landmark Nomination
Washington Navy Yard Historic District expansion (Navy Yard Annex), Case #08-05.
The staff report recommended the Board approve an amendment of the local and National Register designations of the Washington Navy Yard Historic District to extend its boundaries and include the area, buildings, structures, and archaeological resources within the area known as the Navy Yard Annex. It is recommended that the present nomination, slightly revised, be forwarded to the National Register of Historic Places with a positive recommendation. Vote: Approved, 9-0.

Capitol Hill Historic District

Northeast Library, 330 7th Street, NE, HPA #08-158, concept/restoration, alterations.
The Review Board approved the proposed restoration of the façade of the building with the following condition, delegating final approval to staff: a master stone mason should be employed for the restoration of the limestone. Vote: 7-0.

The Board expressed its support for the proposed improvements to the landscape plan, however, they did not take any action asking that the applicant return to the Board with a plan that addresses the following concerns: (A) the need for a low maintenance landscape plan that has a long-term maintenance plan included as part of the proposal; (B) the need to explore the suggestion of the ANC to remove the existing curb cut from 7th Street to the parking area and instead access it from the alley, which would allow for an expansion of the green space along 7th Street; (C) the need to reach out to the community, notably the Capitol Hill Garden Club, in order to receive community input and support on the proposed landscape plan.

612 E Street SE, HPA #08-122, concept/addition.
The Board asked the applicant to meet with neighbors and the ANC and refine the design and return to the HPRB. No vote was taken.

Consent Calendar
The Historic Preservation Review Board met and considered the following consent items on February 28, 008. These items were proposed for approval by the Board based upon the written record, without discussion. The Consent Calendar was approved by a vote of 9-0.

Capitol Hill Historic District

1107 D Street, SE, HPA #08-131, rear addition.
The Review Board approved the design contingent upon a refinement to the fenestration of the rear elevation.

225 9th Street, NE, HPA #08-123, rear addition.
The staff report recommended the Board approve the addition as consistent with the purposes of the preservation act.

1351 A Street, NE, HPA #08-168, concept/construction of new garage in rear yard.
The staff report recommended the Review Board approve the alterations as consistent with the purposes of the preservation act, delegating final approval to staff.


HPRB Actions January 31, 2008

The Historic Preservation Review Board met and considered the following items on January 31, 2008.

Capitol Hill Historic District

906 G Street SE, HPA #08-077, concept/roof addition.
The Review Board adopted the staff report and approved the addition and new construction with the following condition: 1) the sides (east & west) of the addition should be clad in brick. Final approval was delegated to staff. Vote: 7-0.

HPRB Actions January 24, 2008

HISTORIC LANDMARK NOMINATION
Old Engine House 10, 1341 Maryland Avenue NE, Case #02-03.
The staff report recommended the Board designate Old Engine House No. 10, 1341 Maryland Avenue, NE, a District of Columbia landmark. Further, that the application be forwarded to the National Register of the Historic Places with a recommendation that the property meets the National Register criteria for designation as of local significance. Vote: Designated, 7-0.

Capitol Hill Historic District

612 E Street SE, HPA #08-122, concept/addition.
This case was withdrawn at the request of the Applicant.

Consent Calendar
The Historic Preservation Review Board met and considered the following consent items on January 24, 2008. All were proposed for approval by the Board based upon the written record, without discussion. All items were approved by the Review Board based upon the written record by a vote of 7-0.

Capitol Hill Historic District

104-110 North Carolina Avenue, SE, HPA #06-486, revised concept/addition and landscape plan.
The staff report recommended the Board approve the landscape design and delegate final approval of the addition and landscaping to staff.

214 10th Street, SE, two-story rear addition.
The staff recommended the Board approve the project in concept and delegate final approval to staff with the understanding that the owners must address the illegal window and door installation before receiving final approval to move forward with the addition.

The Historic Preservation Review Board met and considered the following
items on July 26, 2007.

Comment on Proposed Emergency Regulations:
Homeowner Grant Program The staff report recommendations to the Board were approved. They include: (1) endorsing, with comments, the Homeowner Preservation Grants regulations (Chapter 9 of DCMR Title 10A); and (2) requesting the Director
of the Office of Planning forward the regulations to the Office of the Attorney General for legal sufficiency review and publication in the DC Register. Vote 9-0.

Capitol Hill Historic District

731 8th Street SE, HPA #07-327, rear and roof additions.
The staff report was approved recommending the Board direct the applicant to refine the design and return to the Board for further review with the additional condition that a "flag test" be conducted to confirm site lines from the street. Vote 7-2.

635 E Street NE, HPA #07-312, concept/roof addition. The staff report was approved recommending Board approval of the roof addition set back 8 feet off the rear wall, delegating final approval to staff. Vote 8-1.

522 7th Street SE, HPA #07-267, concept/new two-story church. The staff report was approved recommending the Board direct the applicant to restudy the design and return to the Board for further review. Vote 9-0.
